Cost control
When a customer messages your business, WhatsApp opens a 24-hour customer service window. Free-form replies are allowed during that window, and eligible utility templates can be delivered without a template-message charge under the current pricing model.
Marketing and authentication templates follow their own pricing rules. Businesses remain responsible for valid opt-in, approved templates, content quality and compliance with applicable WhatsApp policies.

Meta charges on a per-delivered-message basis. The applicable list rate depends on the recipient market and the message category: marketing, utility or authentication. Authentication-international pricing can apply to eligible cross-border authentication traffic in specific markets.
The recipient market determines the market rate. A business located in one country can therefore pay a different rate when messaging a customer whose WhatsApp number belongs to another market.
No. Under the current Meta pricing model, utility template messages sent during an open 24-hour customer service window can be free. Utility messages delivered outside that window can be charged at the applicable utility rate, subject to Meta pricing rules and any eligible volume tier.
Marketing template messages are generally charged when delivered, including during an open customer service window. A separate free-entry-point window can apply after an eligible customer interaction from a Click-to-WhatsApp ad or Facebook Page call-to-action, subject to Meta conditions.
Authentication-international pricing can apply when an authentication template is delivered to a user in an eligible market and the business is based outside that market. Eligibility and timing depend on Meta rules for the business and recipient countries.
